May 10, 1991: PNDC govt. announces plans for return to civilian government

The PNDC government announced its intent to return the country to a multi-party political system. This was followed by an amnesty for all political exiles who had not been found guilty of any offenses against the state. A deadline was set the following month by the national commission for democracy for the election of a consultative constitutional assembly.
